A pályázatból finanszírozható az adott térségben működő, támogató tevékenységet végző civil szervezetek helyzetelemzése, fejlesztési igényeinek felmérése, a célcsoport-szervezetek kiválasztása, majd e szervezeteknél szervezetfejlesztési tevékenység indítása. Ez utóbbi sok mindent magába foglalhat: lehet átvilágítás, fejlesztési tervek és távlati stratégiák kidolgozása, jogi, informatikai, pénzügyi és egyéb tanácsadás, sőt képzések, tréningek szervezése kifejezetten a korábban említett átvilágítás nyomán felmerülő szükségszerűségek szerint. Erről a palettáról a pályázó természetesen szabadon válogathat igényei szerint, azt érdemes szempontként megtartani, hogy mi az, amit a leghasznosabbnak tart, és mi az, amelyről a pályázati hatóság is így gondolkodik. Ő ezt leggyakrabban belső költségarány-korlátok állításával jelzi. A tervnek persze illeszkednie kell a helyi, térségi igényekhez, melyek országrészenként mások és mások. A Civil szervezeteknek szolgáltató, azokat fejlesztő szervezetek támogatása pályázati forrás várhatóan a 2011-es év második félévében nyílik meg. A lehetőség népszerűnek ígérkezik, mert a kedvezményezetti réteg meglehetősen széles, ezért érdemes az elsők között beadni a pályázatot, hogy biztosan ne merüljön ki az alap 1,88 milliárd forintos összege. (Korábbi EU-pályázatok esetén volt már rá példa, hogy jogosult és helyes pályázatok nem nyertek támogatást forráshiányból kifolyólag). Ezt elkerülendő érdemes már most, a pályázat megjelenése előtt legalább nagy vonalakban, házon belül felvázolni a projektet, számba venni a környező igényeket és a lehetőségeket, majd szakértőkkel (pályázati projektmenedzserekkel) venni fel a kapcsolatot, hogy segítsenek a projekt szakmailag és formailag is helyes összeállításában. Ajánlott teljeskörű pályázati projektmenedzsmentet biztosító szolgáltató igénybevétele, hiszen az ilyen típusú cégek nem csupán pályázatírást végeznek, hanem a győzelem után is az ügyféllel maradva átveszik a pályázat összes adminisztratív feladatát, hogy ő kizárólag a projektjének szakmai részére koncentrálhasson.
